Background Information/Organizational Context

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.


For over 70 years, UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.

UNHCR works in 135 countries, with staff based in a mixture of regional and branch offices and sub and field offices. UNHCR’s staff works hard to help the displaced, specializing in a wide range of disciplines, including protection, administration, public affairs and health.


The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.


The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, inter alia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.


UNHCR will continue to endeavour working with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.


Duties and Responsibilities

  • Assist in editing multimedia content (text, video and images) for posting online (website, social media) and for other awareness-raising activities.

  • Assist in translating and adapting UNHCR global social media content for use on UNHCR Chinese social media platforms (Weibo, WeChat and others).

  • Draft media monitor in accordance with the latest media monitoring guidelines, weekly updates on UNHCR’s media coverage and summary of social media activity and trends.

  • Assist in developing the quarterly social media report.

  • Translate from English to Chinese and proofread translations of UNHCR media materials (press releases, statements and briefing notes), and vice versa.

  • Assist with administrative work including event logistics, procurement and inventory management.

  • Undertake other duties as required by the Supervisor.


Minimum Qualifications Required

  • A recent graduate (completed studies within 1 year of applying for this internship) or current student in a graduate/undergraduate school programme from a university;

  • Completed at least two years of undergraduate studies in English Language and Literature, Translation Studies, Communication Studies or other related areas;

  • Fluent in English, proficiency in other languages i.e. French or Arabic is a plus;

  • Firm commitment to a full-time internship of six months.


Important

  • PI intern must be available to work in-person in UNHCR Beijing office throughout the duration of the internship (COVID-19 conditions permitting).

  • The aim of the internship is to provide professional experience in an international organization which is related to and supplements studies or interests in international relations, public international law or other related areas;

  • The internship provides an opportunity to work in a multi-cultural intergovernmental organization;

  • UNHCR will provide a food and transportation allowance for interns who do not receive financial support from an outside party.

  • The internship program is not connected with the recruitment process; nevertheless, UNHCR is willing to provide reference and a fair performance evaluation of the internship for his/her contribution to UNHCR’s work.
